Launched in 1993\, the OCIMF Ship Inspection Report Programme (SIRE) has governed over 180\,000 inspection reports. As a result\, SIRE has made a significant contribution to improving the overall safety record of the maritime industry. As the industry continues to evolve\, its risk profile changes. More sophisticated risk measurement and management tools are now available. Against this background\, it became the right time to strengthen SIRE and ensure it remains truly effective in todays and future maritime environment. \nWorking with the industry\, OCIMF has developed an enhanced and risk-based vessel inspection programme that will supersede the existing SIRE programme. DESCRIPTION:Overview\nMost of the earth’s surface is covered by the sea and majority of the sea is described as deepwater. However only relatively restricted surface area underlain by continental plate can be considered as prospective for hydrocarbons. Although fields found in shallow water can be found in deepwater\, the influence of deepwater environment on the petroleum system suggests that there is little reason to expect better quality reservoirs or larger accumulations in deepwater than in shallow water. Despite this\, there remains considerable areas of deepwater with potential to contain entrapped hydrocarbons that have not been explored. This course will teach delegates skills and knowledge to potentially tap resources found in deepwater. SUMMARY:ALARP Principles & Guidelines
DESCRIPTION:Overview\nRisk reduction measures are required to be demonstrated in Safety Case as per Singapore WSH (MHI) Regulations. One of the key components of Safety Case is to demonstrate risk reduction to As Low As Reasonably Practicable (ALARP) level by adopting and implementing control measures. Therefore\, there is a need to understand the use of these principles with respect to the level of uncertainty and on the risk criteria. In this case-study led workshop\, delegates will be taught on the key concepts\, and approaches taken to demonstrate or provide evidence on ALARP.  \nThis course covers the important principles of ALARP. It discusses the variability of ALARP requirements for managing similar hazards in different circumstances and the application of risk targets. It looks at different ways of assessing risk from quantified approaches to qualitative approaches for both consequence and frequency analysis and when to use these. The application of inherent safety principles and recognised good practice are discussed along with Cost Benefit Analysis (CBA) and the concepts of reasonably practicable and disproportionality. Besides demonstrating ALARP in the Safety Case\, ALARP should be applied throughout the life cycle of any facility.  \nThis workshop will touch on how to apply the concept in different situations such as during design\, specifying instrumented safety systems\, operating procedures\, and coverage during maintenance of safety critical equipment. Several case studies are presented for the delegates to work through and a discussion on common errors and how the concept is often misused.
