DESCRIPTION:Overview\nThe Singapore Ministry of Manpower (MoM) plans to introduce a Safety Case regime for high hazard plants in the Process Industry\, using a similar approach to the European Union ‘Seveso’ Directive which has been enacted in the UK as the ‘Control of Major Accident Hazard’ (COMAH) Regulations. This legislation places a high demand on those operating hazardous plants to demonstrate that they have taken ‘all reasonable measures’ to prevent major accidents and limit their consequences. \nFor sites holding an inventory of dangerous substances above certain thresholds for flammability\, toxicity or eco-toxicity\, a key requirement is to write a Safety Case. This document presents a demonstration that all Major Accident Hazards have been identified\, and that suitable risk controls have been implemented which provide protection throughout the lifecycle of the plant. There needs to be robust management arrangements to support the required level of protection\, covering key elements of a Process Safety Management system. \nPreparation of Safety Cases in the UK follows detailed guidance from the UK Health & Safety Executive (HSE)\, which gives key criteria for information to be included in the Safety Case. This requires prescribed information and demonstrations under the headings; Descriptive Aspects\, Predictive Aspects\, Management System\, Technical Measures\, Environmental Aspects and Emergency Planning. It needs to be part of the skill profile of each manager in Wells\, Production Operations and Petroleum Engineering discipline group.On a Global level\, there are very little official Policies and Guidelines for Well Integrity Management. Most such documents reside with the Operators\, whilst most Government do not have Governance\, nor the competence to enforce. \nThis Class teaches staff to become competent in the Well Integrity Management. The Class follows the Norwegian Petroleum Authority’s Well Integrity Forum’s advised curriculum. DESCRIPTION:Overview\nAccidents are more often the result of workplace culture than any other factors combined. This course will help participants understand well-managed behaviour-based safety system that can improve the profitability and the organization’s operational efficiency. This program upholds above all else\, a “Safety-First” culture. This will be presented through various techniques in generating developing\, and maintaining a BBS management system that will be able to resolve risky behaviours. \nThe program will look at how many current risk management processes “set up” the workforce for failure\, and then the impact this environment has on the workforce culture and individuals behaviours.
