SUMMARY:New HR Strategies in a Tough Environment
DESCRIPTION:Overview\nA recent Harvard Business Review had on its cover “Is it time to Blow Up HR”. In the journal it indicated many organizations are questioning the value that HR is contributing to their organizations. It seems that most of these questionable HR organizations spend their time in administrative and compliance related activities or in out dated HR practices from decades past. The research is clear that if HR is going to be part of the C Suite 3 of the future (CEO\, CFO and CHRO) then it needs to bring a particular set of capabilities and value to the table. CEO’s know that Businesses don’t create value; people do. In order for Human Resources Leaders to be a player at the table creating value to the C Suite 3 and the organization it needs to understand that organizations are in the age of disruption. The law of the 21st Century is to disrupt or be disrupted. To add value at the table it needs to be able to: \n(1) Set the people agenda – like any other function\, HR must show why the issues it addresses matter to the business and that it has sensible ways to manage them. \n(2) Focus on here and now – it needs to focus on issues that are here and now for the business\, not get bogged down in administrative tasks or be in a position that they don’t understand the business and its potential to be disrupted or to disrupt its industry. \n(3) Practices on Outcomes – HR needs not only a deep understanding of the work place issues but more importantly it needs to bring first rate analytics to help their organizations make sense of their employee data and get the most out of their  human capital. They need to be able to predict outcomes and performance of their organizations based on their knowledge of culture and human capital and its fit with the work of the organization. \n(4) Diagnosing Problems – HR needs to be in a position to pinpoint precisely why an organization might not be performing well or meeting its goals and how the age of disruption is being played out in its organization. \n(5) Prescribing actions to add value – HR needs to be prepared to recommend actions that will unlock or create value through the reallocation of human capital or redesigning and aligning the organizations structures and systems in the organization. In the age of disruption it needs to understand the shockwaves and the four reinvention enablers. \n(6) Highlight beneficial benefit– HR needs to move from being seen as a cost center by the business where the goal is always cut\,cut\, cut . Being able to quantify costs and benefits (ROI) turns talent and organizational design choices into decisions. \nNew HR Strategies in Tough Times provides frameworks and tools for HR professionals in build and or increase capabilities in these six critical areas detailed above . These capabilities are beneficial in HR in all industries . A phrase coined many years ago states that organizations are perfectly designed to get the results that they get. Therefore challenging times in the age of disruption call for new thinking. If you could choose one workshop that would make a significant difference in positioning your HR organization to create greater value for your organization this is that workshop. \n\nWho Should Attend\nJob title of relevant Organisational Leaders in HR and their business partners that can benefit from attending your class: \n\nLeaders charged with the responsibility for HR including human capital strategies to create a competitive advantage for their organization.\nIn HR these are generally your CHRO CPO VP of HR\, CLO (Chief CKO L&OD (Learning & Organization Development)\, VPs\, Directors\, Managers and professionals.\nIdeally organizational leaders would accompany their HR leaders and their titles might range from CEO\, CFO\, COO\, CIO\,CTO\, VP\, Managing Directors\, Directors\, Managers and Team leaders.\n\nKey Learning Objectives\n9 bullet points on what participants can learn from the New HR Strategies in Tough Times: \n\nThey will learn about the shockwaves that cause disruptions in businesses environments and the blindfolds that cause leaders to be unaware of what is happening around them. They will learn that the law of the 21st century is to disrupt or be disrupted and what are the reinvention enablers that HR leaders can use to navigate this white water.\nThey will learn that “organizations are perfectly designed to get the results that they get” and how to use the Organizational Systems Design (OSD) model to help them diagnose people problems in their organizations and prescribe actions to unlock and create value.\nThey will learn how to identify and categorize the organization’s business processes in order to create a differentiation strategy that will create unique value for their organization.\nThey will learn how to identify and develop high performance teams for their organization that can create a competitive advantage for them.\nThey will learn how to identify and develop a “leadership” brand for their organization that can create a competitive advantage for them.\nKnowledge has become a direct competitive advantage for most organizations. They will learn how to obtain the most beneficial use of employees’ knowledge and abilities and create a competitive advantage.\nThey will learn the principles and tools for capturing the hearts and minds of their human capital to enhance their engagement.\nThey will learn methodologies on how to predict outcomes and highlight financial benefits as a way to  add value to their organizations.\n\n  \nEndorsed by:

SUMMARY:Essential Guide to Safety Case Regime
DESCRIPTION:Overview\nThe Singapore Ministry of Manpower (MoM) plans to introduce a Safety Case regime for high hazard plants in the Process Industry\, using a similar approach to the European Union ‘Seveso’ Directive which has been enacted in the UK as the ‘Control of Major Accident Hazard’ (COMAH) \nRegulations. This legislation places a high demand on those operating hazardous plants to demonstrate that they have taken ‘all reasonable measures’ to prevent major accidents and limit their consequences. \nFor sites holding an inventory of dangerous substances above certain thresholds for flammibility\, toxicity or eco-toxicity\, a key requirement is to write a Safety Case. This document presents a demonstration that all Major Accident Hazards suitable risk controls have been implemented which provide protection throughout the lifecycle of the plant. There needs to be robust management arrangements to support the required level of protection\, covering key elements of a Process Safety Management system. \n  \nPreparation of Safety Cases in the UK follows detailed guidance from the UK Health & Safety Executive (HSE)\, which gives key criteria for information to be included in the Safety Case. This requires prescribed information and demonstrations under the headings; Descriptive Aspects\,\nPredictive Aspects\, Management System\, Technical Measures\, Environmental Aspects and Emergency Planning. This course will provide practical guidance on providing this data to a suitable level of detail\, outlining the need for a multi-disciplinary team and detailed project programme with key milestones. \n  \nA key requirement for Safety Cases is to identify potential Major Accidents and conduct a proportionate risk assessment to demonstrate that ‘all measures necessary’ have been applied. This aspect is fundamental to all the other demonstrations in the Safety Case\, and has resulted in many being rejected by the HSE during the assessment phase. This course will provide a detailed approach for identifying major accidents\, developing a ‘representative set’ of scenarios for the site\, and carrying out a proportionate and quantified risk assessment for these scenarios. The objective is to show that ‘relevant good practice’ has been applied in order to reduce risks to ‘as low as reasonably practicable’ (ALARP). \n  \nWho Should Attend\nThis course has been designed for people likely to be affected by the new Safety Case regime. It will provide a greater understanding for Senior Managers\, Process Safety Professionals and Senior Engineers in the detailed requirements for preparing Safety Cases and the resources\nand timescales likely to be required. \nKey Learning points\n\nGain awareness of the Safety Case regime planned for Singapore\nUnderstand what needs to be included in a Safety Case\nHave insight on a practical approach for identifying and assessing Major Accident Hazards\nUnderstand the significant time and resource requirement to write a safety case\nBe an intelligent buyer of specialist support for aspects of the Safety Case\nImprove awareness of best practices in stringent regimes that can be adopted to meet safety case regulation planned for Singapore.\n\n  \nEndorsed by:

SUMMARY:Prioritizing Data and Information Management for Operations
DESCRIPTION:Overview\nIn the oil and gas industry\, organizations must apply new technologies and processes that will capture and transform raw data into actionable insight to improve asset value and yield while enhancing safety\, reducing risk\, and protecting the environment. One of the challenges the industry faces is “data democratization\,” or making validated data available to decision-makers across several departments\, functions or disciplines in a way that supports meaningful business decisions. Often\, data is in silos or closed systems\, and not easily accessible. This course gives participants hands-on techniques for breaking down those barriers and making data available to decision makers. \nIn today’s “lower for longer” oil price environment\, mission critical data is as likely to come from operational production\, facilities engineering or drilling logistics groups as it had previously from geology\, geophysics and reservoir engineering. This course draws case studies and examples from all the information on how hydrocarbons flow from the reservoir \, through the  well and production facilities\, to the sales point. Better data analysis can help oil and gas companies boost production and improved use of data results in better up-time. \n  \nWho Should Attend\nThis course is designed for professionals whose role is linked to operational data management and include job titles such as: \n\nData managers\nData analysts\nData technicians\nDocument managers\nFacilities data managers and technicians\nEngineering records managers\nEnd users of operational\, facilities and engineering data\nAsset team data managers\nIndustry content providers\nTechnical assistants working with operational data\nData architects\nTechnical librarians for asset teams\nSurface data content managers\nOperational information managers\n\n\nKey Learning Objectives\n\nManage data as an asset with standard procedures\nLearn how an organization analyses and oversees maintenance of operational data information stores and solutions\nExamine how organizations apply quality management methods to assess\, improve operational data in accordance with industry and organizational business rules\nCommunicate operational aspects and value in a clear and timely manner to align with business strategy\nApply policies\, practices\, and procedures used in operational master data management and compliance\nExecute policies and processes for operational data security management\nUse coordinates and mapping to accurately represent the position of operational assets\n\n  \nEndorsed by:

SUMMARY:Compliance Strategies & Guidelines based on the latest FATF Recommendations
DESCRIPTION:Overview\nFirms must comply with both the Bank Secrecy Act and financial compliance regulations ("Anti-Money Laundering rules"). The purpose of the AML rules is to help detect and report suspicious activities including the predicate offenses to money laundering and terrorist financing\, such as securities fraud and market manipulation. Recent fraud transaction has included basic but sophisticated mirror transaction and as such\, it is a responsibility to monitor and report such activities to the financial authority. FATF Recommendations are recognized as the global anti-money laundering (AML) and counter-terrorist financing (CFT) standard. The Recommendations were first drafted in the 1990 and were revised several times including with major changes introduced in 2001\, 2003 and 2012. As each country has different legal\, administrative\, operational and financial system\, the FATF Recommendations shall be individually adapted to fit one’s own circumstances. FATF has in the past issued statements pertaining to strategic deficiencies in AML/CFT regimes and as such\, both financial and non-financial institutions are advised to take appropriate actions and measures to address and to revise their AML/CFT regimes accordingly to the latest FATF recommendations. \nIn its 2015 Mutual Evaluation Report of Malaysia\, the FATF noted of the following points for improvement: “Malaysia’s understanding of risk is sound\, although improvements are needed in the assessment of Terrorist Financing (TF) risk to include more details for the private sector\, and to deepen the assessment of Money Laundering (ML) risks from foreign sourced threats. Improvements are needed to ensure financial intelligence is used to target investigations for at least all the high-risk crime types. Malaysia is not effectively targeting its high-risk offences (other than fraud) or foreign sourced threats in its prosecution of ML as most cases relate to low-medium level offence as it tends to pursue criminal justice measures rather than ML prosecutions”. \n“Malaysia Law Enforcement Agency (LEA) also tends to use security intelligence approach to terrorism prevention rather than the financial intelligence and criminal prosecution approach against the terrorism financiers although it has some successes using other criminal justice and administrative measures to disrupt TF risks. Malaysia’s legal framework for supervision is sound with most work carried out by RIs (Reporting Institutions) which are supervised by BNM (Bank Negara Malaysia). There is a gap however in BNM FIED’s (Financial Intelligence and Enforcement Department) available resources to supervise the large DNFBPs population. For RIs\, there is a need to transition from rules based to risk based approach and RIs do not always implement CDD requirements on a risk-sensitive basis and more need to be done to focus on transnational crime and foreign risks.” \n  \nTherefore\, there are inherent vulnerabilities in regards to ML and TF risks as Malaysia is exposed to international trade and flow of capitals. This is real as Malaysia is also situated in a region with high risk of radical activities. In this workshop\, delegates will have deeper understanding of the risks and practices and to discuss and learn on improving national standards as per the latest FATF recommendations in order to eliminate or minimize ML and TF risks. \nWho Should Attend\nPrincipals especially those working in the Financial Industry including both the public sector (financial regulators and supervisors such as monetary authority and financial intelligence units) and private sector (such as Banking\, Insurance\, Securities\, Trusts and Service Providers) are encouraged and shall benefit by attending this course. \nA list of POTENTIAL ATTENDEES\, but not exhaustive\, is laid out below as follow: \n\nFinancial Transaction Regulators / Supervisors\nFinancial Intelligence Managers/Analysts\nPolicy Makers\nFinancial Institution Directors\nFinancial Institution (Senior) Vice Presidents\nAML/CFT Policy Analyst\nAML/CFT Compliance Analyst\nCompliance Managers\nCompliance Auditors\nDD Managers\nKYC Analyst\nRelationship Managers\nRisk Managers\nPrivate Equity Professionals\nLegal Managers/Supervisors\nFinancial Lawyers\n\n\nKey Learning Objectives\n\nLEARN the latest developments in the industry regarding financial compliance\nBe AWARE of the implications arising from FATF Recommendations\nUNDERSTAND that ML/FT crimes evolve along with advances in Information Technology\nACQUIRE practical yet effective strategies for conducting KYC and CDD to counter the ever- sophisticated ML/FT typologies\nSTRENGTHEN compliance oversight on AML/CFT policies and coordination\nMITIGATE money laundering and terrorist financing risks based on risk- based approach (RBA)\nENSURE that the AML/CFT regime is adequate to address such risks\nNETWORK with fellow delegates (from both public and private sector) from similar background and build contacts

SUMMARY:ALARP Principles & Guidelines
DESCRIPTION:Overview\nRisk reduction measures are required to be demonstrated in safety case as per Singapore WSH (MHI) Regulations. One of the key components of Safety Case is to demonstrate risk reduction to ALARP level by adopting and implementing control measures. Therefore\, there is a need to understand the use of these principles with respect to the level of uncertainty and on the risk criteria. In this case-study led workshop\, delegates will be taught on the key concepts\, and approaches taken to demonstrate or provide evidence on ALARP. The idea behind ALARP is to demonstrate risk reductions in MHI based on reasonable practicability and gross disproportion\, which is a balancing act between cost and risk. As far as the application of numerical risk criteria is concerned\, it is not always correct and thus the demonstration of ALARP and the usage of risk criteria should be justified based on the categorization of risk which may be either qualitative\, semi-quantitative\, or quantitative. Many Countries regulate Major Hazard sites using a \nsafety case regime based on a risk-based approach to process safety; Singapore is rolling out such a regime as mentioned. These regimes require that risk is controlled to ALARP (As Low AS Reasonably Practicable) level which is a very different approach to safety management than the compliance approach that many operators are familiar with. This course covers the important principles of ALARP\, which is a commonly misunderstood concept. It discusses the variability of ALARP requirements for managing similar hazards in different circumstances and the application of risk targets. It looks at different ways of assessing risk from quantified approaches to qualitative approaches for both consequence and frequency analysis and when to use these. The application of inherent safety principles and recognised good practice are discussed along with Cost Benefit Analysis (CBA) and the concepts of reasonably practicable and disproportionality. Besides demonstrating ALARP in the safety case\, ALARP should be applied throughout the lifecycle of any facility. This workshop will touch on how to apply the concept in different situations such as during design\, specifying instrumented safety systems\, operating procedures\, and coverage during maintenance of safety critical equipment. Several case studies are presented for the delegates to work through and a discussion on common errors and how the concept is often misused. Throughout this workshop\, participants will be\ntaught on how to prove that ALARP has been properly implemented as part of effective risk management and how ALARP is implemented in the design\, development\, and operation of engineering systems. \nList of Case Studies & ALARP Principles\nThis workshop is designed to be interactive with participants getting to join in the discussion and will get to share and contribute his work experience for common learning experience. The trainer will provide and share a list of case studies to participants and it draws from his previous and present work experience when he works on ALARP and the list is as follow: \n\nVarying ALARP requirements – Tank Farm overfill\nApplying Inherent Safety principles in ALARP – Solvents tank farm\n\nNo industrial activity is entirely free from risk and so many companies and regulators around the world require that safety risks are reduced to levels that are As Low as Reasonably Practicable (ALARP). The ‘ALARP’ region lies somewhere between unacceptably high and negligible risk levels. Even if a level of risk has been judged to be in the ‘ALARP’ region\, it is still necessary to consider introducing further risk reduction measures\nto drive the remaining risks downward. Keeping ‘As Low As Reasonably Practicable (ALARP)’is an essential part of mechanical engineering across all major industries. The application of the ALARP framework varies depending on the technical and economic context. \nThe ALARP level is reached when the time\, trouble and cost of further reduction measures become unreasonably disproportionate to the additional risk reduction obtained. However\, during operations\, the attention is on collecting feedback\, improving procedures and managing change to maintain the residual risk at an ALARP level and the ALARP today may not be the ALARP tomorrow and hence\, periodic review is\nnecessary. In Singapore\, process safety is covered under the WSH Act and specifically under the following regulations: \n\nWSH (Risk Management) Regulations\nWSH (General Provisions) Regulations\nWSH (Registration of Factories) Regulations\nWSH (Safety and Health Management System) Regulations\nRecently WSH (Major Hazard Installations) Regulations\n\nWith the recently enacted WSH (Major Hazards Installations) Regulations\, companies are now required to draft and submit safety case to Major Hazards Department\, Ministry of Manpower in order to obtain Major Hazard Installation certificate of registration. In the safety case\, companies are required to submit PHA study and in it\, is the HAZOP study. \nWho Should Attend\nEngineers\, Executives\, Supervisors\, and Managers especially those who work in Technical & Planning\, Production/Operation\, Engineering\, and SHE departments in Refinery\, Chemicals\, and Petrochemical settings will benefit by attending this course. \nPotential attendees are listed out as follow: \n\nProcess Engineer\nProcess Champion\nEHS Engineer\nProduction Engineer\nProduction Supervisor\nMaintenance Engineer\nOperations Engineer\nMechanical Engineer\nPiping Engineer\nProduction Manager\nTechnical Manager\nTechnical Development Manager\n\n\nKey Learning Objectives\n\nLEARN the essential principles of ALARP and how it fits within a Safety Case\nGAIN the key concepts of ALARP principles and the fundamental approaches for its applications\nKNOW the HSE principles for Cost Benefit Analyses (CBA) in support of ALARP decisions\nUNDERSTAND the approaches to good practice and to demonstrate ALARP using different decision making criteria\nACQUIRE tools and techniques to determine factors in selecting or rejecting control measures\nWith each process deviation\, APPLY the concept of ALARP (As Low as Reasonably Practicable) or risk elimination on the causes and consequences\nBECOME familiar with PHA study\, its context in WSH Act and its relation in Safety Case regime\nExercise CAUTION in regards to reverse ALARP whereby CBA or QRA is used to justify higher risk
