DESCRIPTION:Overview\nOne of the key components of Safety Case is to demonstrate risk reduction to ALARP level by adopting and implementing control measures. Therefore\, there is a need to understand the use of these principles with respect to the level of uncertainty and on the risk criteria. \nIn this case-study led workshop\, delegates will be taught on the key concepts\, and approaches taken to demonstrate or provide evidence on ALARP. The idea behind ALARP is to demonstrate risk reductions in MHI based on reasonable practicability and gross disproportion\, which is a balancing act between cost and risk. As far as the application of numerical risk criteria is concerned\, it is not always correct and thus the demonstration of ALARP and the usage of risk criteria should be justified based on the categorization of risk which may be either qualitative\, semi-quantitative\, or quantitative. \nMany countries regulate Major Hazard sites using a safety case regime based on a risk-based approach to process safety; Singapore is rolling out such a regime as mentioned. These regimes require that risk is controlled to ALARP (As Low AS Reasonably Practicable) level which is a very different approach to safety management than the compliance approach that many operators are familiar with. This course covers the important principles of ALARP\, which is a commonly misunderstood concept. It discusses the variability of ALARP requirements for managing similar hazards in different circumstances and the application of risk targets. It looks at different ways of assessing risk from quantified approaches to qualitative approaches for both consequence and frequency analysis and when to use these. The application of inherent safety principles and recognised good practice are discussed along with Cost Benefit Analysis (CBA) and the concepts of reasonably practicable and disproportionality. Besides demonstrating ALARP in the safety case\, ALARP should be applied throughout the lifecycle of any facility. \nThis workshop will touch on how to apply the concept in different situations such as during design\, specifying instrumented safety systems\, operating procedures\, and coverage during maintenance of safety critical equipment. Specific attention is paid to the pre-salt plays of the South Atlantic\, and the complex interrelated tectonic\, depositional and geochemical models that are now being unravelled for these plays. DESCRIPTION:Overview\nThe planning\, preparation and execution of a turnaround is a complex undertaking that demands an effective strategy\, a high degree of control and great attention to detail. It also requires a profound understanding of the critical elements that go to make up a turnaround and the drivers and constraints that shape the event. This requires involvement of every level of the company from senior management who set the framework for the event through to the craft personnel who perform the actual work. \nThe shutting down and start-up phases of a turnaround are critical to the success or failure of the event and as such\nmust be planned and prepared in as much detail as the mechanical phase. \nThere comes a point in each area of the turnaround at which most tasks have been completed and the systems may be handed back to operations for start-up. This is a critical transition phase and if not properly controlled\, time\, money and effort can be wasted. Although it may seem to the casual observer that the start-up of the plant is simply the reverse of shutdown\, there are some significant elements which differentiate the two events: \n\nThere are many tests – pressure tests\, system tests\, loop checks and trip and alarm tests – which have to be carried out during the start-up.\nThe start-up comes when most people have been working long hours and are tired\, tired people make mistakes.\nUnlike the shutdown when the plant is being cooled down and de-pressurised and fluids are being extracted during the start-up the plant is being heated and pressurised and fluids are being introduced increasing the hazards.\nThere is a possibility that\, on shutdown\, critical path time lost may be recovered. On start-up however such time lost cannot be recovered\, it simply extends the duration .\nThere may have been thousands of individual activities performed on the plant equipment\, any one of them may have been incorrectly performed and cause a fault to emerge during the start-up .\nAn isolation plate inadvertently left in position during the start-up can have consequences ranging from frustrating to catastrophic.\n\nDepending upon the type of plant\, the start-up process can last anything from a few hours to many days. Whatever the length of time\, the handover must be done effectively. The operations team must control the start-up in the same way as the shutdown and engineering work. \nThis Course is the product of over 30 years of practice by turnaround professionals working in different industries in many countries around the globe and its principles are embodied in the “Model of Excellence for Turnarounds” that forms the central pillar of the workshop.The basic principles of the methodology are:\nThere are only two types of work on a turnaround\, routine and unexpected.
