DESCRIPTION:Overview\nAsset / maintenance managers are increasingly faced with situations in which they have to comply with specified risk and reliability targets or have to demonstrate a cost – benefit analysis of their activities. Governments and regulatory bodies are the main actors in setting such levels of the first type in public private partnerships; the current shareholder interests drive the second. Many companies are involved with ISO 5500 Asset management programmes. \nReliability Engineering (RE)\, a sub-branch of Operational Research\, then is advocated to be an appropriate tool. However\, experience shows that the mathematical background of RE in many cases fails to recognise practical situations\, assuming information and operational conditions to be known to such extent that precise\, in-depth analysis is possible. Practical engineers\, generally being risk-aversive\, thus have an easy excuse of shying away from such “advanced scientific techniques” \, relying more on technical insight\, in many cases “gut feeling”. However\, the RE framework\, if properly used\, has proved to be an effective tool in decision support. \nThis workshop aims at such decision makers in the petrochemical area. DESCRIPTION:Overview\nFirms must comply with both the Bank Secrecy Act and financial compliance regulations (“Anti-Money Laundering rules”). The purpose of the AML rules is to help detect and report suspicious activities including the predicate offenses to money laundering and terrorist financing\, such as securities fraud and market manipulation. Recent fraud transaction has included basic but sophisticated mirror transaction and as such\, it is a responsibility to monitor and report such activities to the financial authority. \nFATF Recommendations are recognized as the global anti-money laundering (AML) and counter-terrorist financing (CFT) standard. The Recommendations were first drafted in the 1990 and were revised several times including with major changes introduced in 2001\, 2003 and 2012. As each country has different legal\, administrative\, operational and financial system\, the FATF Recommendations shall be individually adapted to fit one’s own circumstances. FATF has in the past issued statements pertaining to strategic deficiencies in AML/CFT regimes and as such\, both financial and non-financial institutions are advised to take appropriate actions and measures to address and to revise their AML/CFT regimes accordingly to the latest FATF recommendations.\n \nIn its 2015 Mutual Evaluation Report of Malaysia\, the FATF noted of the following points for improvement: “Malaysia’s understanding of risk is sound\, although improvements are needed in the assessment of Terrorist Financing (TF) risk to include more details for the private sector\, and to deepen the assessment of Money Laundering (ML) risks from foreign sourced threats. Improvements are needed to ensure financial intelligence is used to target investigations for at least all the high-risk crime types. Malaysia is not effectively targeting its high-risk offences (other than fraud) or foreign sourced threats in its prosecution of ML as most cases relate to low-medium level offence as it tends to pursue criminal justice measures rather than ML prosecutions”. \n“Malaysia Law Enforcement Agency (LEA) also tends to use security intelligence approach to terrorism prevention rather than the financial intelligence and criminal prosecution approach against the terrorism financiers although it has some successes using other criminal justice and administrative measures to disrupt TF risks. Malaysia’s legal framework for supervision is sound with most work carried out by RIs (Reporting Institutions) which are supervised by BNM (Bank Negara Malaysia). There is a gap however in BNM FIED’s (Financial Intelligence and Enforcement Department) available resources to supervise the large DNFBPs population. For RIs\, there is a need to transition from rules based to risk based approach and RIs do not always implement CDD requirements on a risk-sensitive basis and more need to be done to focus on transnational crime and foreign risks.” \nTherefore\, there are inherent vulnerabilities in regards to ML and TF risks as Malaysia is exposed to international trade and flow of capitals. This is real as Malaysia is also situated in a region with high risk of radical activities. DESCRIPTION:Overview\nRisk reduction measures are required to be demonstrated in safety case as per Singapore WSH (MHI) Regulations. One of the key components of Safety Case is to demonstrate risk reduction to ALARP level by adopting and implementing control measures. Therefore\, there is a need to understand the use of these principles with respect to the level of uncertainty and on the risk criteria. In this case-study led workshop\, delegates will be taught on the key concepts\, and approaches taken to demonstrate or provide evidence on ALARP. The idea behind ALARP is to demonstrate risk reductions in MHI based on reasonable practicability and gross disproportion\, which is a balancing act between cost and risk. As far as the application of numerical risk criteria is concerned\, it is not always correct and thus the demonstration of ALARP and the usage of risk criteria should be justified based on the categorization of risk which may be either qualitative\, semi-quantitative\, or quantitative. Many Countries regulate Major Hazard sites using a safety case regime based on a risk-based approach to process safety; Singapore is rolling out such a regime as mentioned. These regimes require that risk is controlled to ALARP (As Low AS Reasonably Practicable) level which is a very different approach to safety management than the compliance approach that many operators are familiar with. This course covers the important principles of ALARP\, which is a commonly misunderstood concept. It discusses the variability of ALARP requirements for managing similar hazards in different circumstances and the application of risk targets. It looks at different ways of assessing risk from quantified approaches to qualitative approaches for both consequence and frequency analysis and when to use these. The application of inherent safety principles and recognised good practice are discussed along with Cost Benefit Analysis (CBA) and the concepts of reasonably practicable and disproportionality. Besides demonstrating ALARP in the safety case\, ALARP should be applied throughout the lifecycle of any facility. This workshop will touch on how to apply the concept in different situations such as during design\, specifying instrumented safety systems\, operating procedures\, and coverage during maintenance of safety critical equipment. Several case studies are presented for the delegates to work through and a discussion on common errors and how the concept is often misused. The application of the ALARP framework varies depending on the technical and economic context. The ALARP level is reached when the time\, trouble and cost of further reduction measures become unreasonably disproportionate to the additional risk reduction obtained. However\, during operations\, the attention is on collecting feedback\, improving procedures and managing change to maintain the residual risk at an ALARP level and the ALARP today may not be the ALARP tomorrow and hence\, periodic review is necessary. SUMMARY:ALARP Principles & Guidelines
DESCRIPTION:Overview\nRisk reduction measures are required to be demonstrated in safety case as per Singapore WSH (MHI) Regulations. One of the key components of Safety Case is to demonstrate risk reduction to ALARP level by adopting and implementing control measures. Therefore\, there is a need to understand the use of these principles with respect to the level of uncertainty and on the risk criteria. In this case-study led workshop\, delegates will be taught on the key concepts\, and approaches taken to demonstrate or provide evidence on ALARP. The idea behind ALARP is to demonstrate risk reductions in MHI based on reasonable practicability and gross disproportion\, which is a balancing act between cost and risk. As far as the application of numerical risk criteria is concerned\, it is not always correct and thus the demonstration of ALARP and the usage of risk criteria should be justified based on the categorization of risk which may be either qualitative\, semi-quantitative\, or quantitative. Many Countries regulate Major Hazard sites using a \nsafety case regime based on a risk-based approach to process safety; Singapore is rolling out such a regime as mentioned. These regimes require that risk is controlled to ALARP (As Low AS Reasonably Practicable) level which is a very different approach to safety management than the compliance approach that many operators are familiar with. This course covers the important principles of ALARP\, which is a commonly misunderstood concept. It discusses the variability of ALARP requirements for managing similar hazards in different circumstances and the application of risk targets. It looks at different ways of assessing risk from quantified approaches to qualitative approaches for both consequence and frequency analysis and when to use these. The application of inherent safety principles and recognised good practice are discussed along with Cost Benefit Analysis (CBA) and the concepts of reasonably practicable and disproportionality. Besides demonstrating ALARP in the safety case\, ALARP should be applied throughout the lifecycle of any facility. This workshop will touch on how to apply the concept in different situations such as during design\, specifying instrumented safety systems\, operating procedures\, and coverage during maintenance of safety critical equipment. Several case studies are presented for the delegates to work through and a discussion on common errors and how the concept is often misused. Throughout this workshop\, participants will be\ntaught on how to prove that ALARP has been properly implemented as part of effective risk management and how ALARP is implemented in the design\, development\, and operation of engineering systems. \nList of Case Studies & ALARP Principles\nThis workshop is designed to be interactive with participants getting to join in the discussion and will get to share and contribute his work experience for common learning experience. The ‘ALARP’ region lies somewhere between unacceptably high and negligible risk levels. Even if a level of risk has been judged to be in the ‘ALARP’ region\, it is still necessary to consider introducing further risk reduction measures\nto drive the remaining risks downward. Keeping ‘As Low As Reasonably Practicable (ALARP)’is an essential part of mechanical engineering across all major industries. The application of the ALARP framework varies depending on the technical and economic context. \nThe ALARP level is reached when the time\, trouble and cost of further reduction measures become unreasonably disproportionate to the additional risk reduction obtained. However\, during operations\, the attention is on collecting feedback\, improving procedures and managing change to maintain the residual risk at an ALARP level and the ALARP today may not be the ALARP tomorrow and hence\, periodic review is\nnecessary. In Singapore\, process safety is covered under the WSH Act and specifically under the following regulations: \n\nWSH (Risk Management) Regulations\nWSH (General Provisions) Regulations\nWSH (Registration of Factories) Regulations\nWSH (Safety and Health Management System) Regulations\nRecently WSH (Major Hazard Installations) Regulations\n\nWith the recently enacted WSH (Major Hazards Installations) Regulations\, companies are now required to draft and submit safety case to Major Hazards Department\, Ministry of Manpower in order to obtain Major Hazard Installation certificate of registration.
